You want a residence permit to study in the Netherlands at a university or institute of higher professional education (in Dutch: hoger beroepsonderwijs or HBO). Only the educational institution can apply for a residence permit on your behalf.
Applying for a student visa to the Netherlands from India is a highly streamlined process. Unlike many other countries where you apply for the visa directly at the embassy first, the process in the Netherlands requires your university to act as your sponsor.
